Gauteng Cannabis Industrialization Program
The Gauteng provincial government has identified Cannabis Industrialization as one of the 10 high growth sectors in Gauteng and within the Growing Gauteng Together 2030 (GGT2030) Plan. The Provincial government is accelerating the implementation of the Cannabis Industrialization program through various support initiatives. The province is also supporting the cannabis industry to leverage its industrial infrastructure to process cannabis for different purposes such as industrial, medicinal, fibre extraction and other products.
The province also endorses regulations around the commercial use of cannabis and hemp products and is currently formulating strategies and policies intended to support the cannabis industry.
There are two legislations which regulate the cultivation, extraction and testing of cannabis in South Africa, namely:
• Medicines and Related Substances Act 101 of 1965 (MRSA) and
• Plant Improvement Act 53 of 1976 (PIA).
Cannabis with Tetrahydrocannabinol (THC) less than 0.2% is referred to as hemp which is regulated under the Plant Improvement Act 53 of 1976 (PIA). Hemp growers may apply for a hemp permit at the Department of Agriculture, Land Reform and Rural Development (DALRRD).

For Medicinal Cannabis which is under the Medicines and Related Substances Act 101 of 1965 (MRSA) regulatory framework, Cannabis growers may apply to the South African Health Products Regulatory Authority (SAHPRA) for a medicinal cannabis license. This license allows for the cultivation of high Tetrahydrocannabinol (THC) cannabis (more than 0.2%).
